			<content:encoded><![CDATA[<p><a href="http://t4america.org/wp-content/uploads/2009/03/rail6_high.jpg"><img class="alignright size-full wp-image-725" style="margin: 10px;" title="MN Metro Transit" src="http://t4america.org/wp-content/uploads/2009/03/rail6_high.jpg" alt="" width="269" height="202" /></a>Hours after receiving over <strong>5,000</strong> letters and phone calls from individuals across the country and a letter signed by more than <strong>600</strong> groups from an unbelievably broad spectrum, the House Ways and Means Committee ignored that broad, bipartisan opposition and went full speed ahead with their unprecedented plan to kill dedicated transit funding.</p>
<p>The Ways and Means Committee, which is responsible for writing the funding portion of the bill, approved their financing plan along almost party lines this morning, 20-17. (Two GOP reps voted against the bill.)</p>
<p>This plan attacks three decades of successful investments in mass transit by ending the historic guarantee for dedicated funding for public transportation — originally started under President Ronald Reagan almost 30 years ago — placing every public transportation system in immediate peril and leaving millions of riders already faced with service cuts and fare increases out in the cold.</p>
<p>The proposal would take away the 2.86 cents out of the total 18.4 cent motor fuel tax currently directed into the transit account of the Highway Trust Fund and redirect that 2.86 cents into highway spending. <strong>Transit would no longer have a guaranteed and protected funding source, instead becoming subject to yearly appropriations fights and the need to find offsets for funding —</strong> all while highway spending continues to be guaranteed with protected funds for half a decade at a time.</p>
<p>In just 12 hours after hearing the initial news, <a href="http://t4america.org/blog/2012/02/03/more-than-600-groups-and-notable-individuals-sign-letter-opposing-house-leadership-attack-on-transit/">we gathered signatures from more than </a><strong><a href="http://t4america.org/blog/2012/02/03/more-than-600-groups-and-notable-individuals-sign-letter-opposing-house-leadership-attack-on-transit/">600 groups</a>,</strong> notable individuals and elected officials.</p>
<p>More than 75 national organizations signed the letter — including the <strong>U.S. Chamber of Commerce, AARP, the American Public Transportation Association, the National Rural Assembly, American Society of Civil Engineers, LOCUS (real estate developers), National Association of Counties</strong>— and a huge list of other individuals and state &amp; local groups, including the <strong>governors of Oregon and Washington, several state DOTs, state and local Chambers of Commerce, and hundreds of state and local organizations nationwide</strong>.</p>
<p>Unfortunately, the committee chose to ignore this broad opposition — including opposition from other groups like the conservative Club for Growth and the American Association of State Highway and Transportation Officials (AASHTO) — and went ahead with their short-sighted plan.</p>
<p>The markup wasn&#8217;t quite as contentious as yesterday&#8217;s in the Transportation and Infrastructure Committee, though it was about 16 hours shorter. Rep. Earl Blumenauer, with several years of experience on the transportation committee under his belt, took it as his job to educate his fellow members on this finance-focused committee about transportation — many of whom may not have ever taken up the transportation financing portion before due to how rarely it comes up.</p>
<p>Rep. Blumenauer noted that for 30 years, having a Trust Fund in place — a mechanism with some degree of certainty — has been crucial for transit agencies&#8217; &#8220;ability to make multiple year commitments that allow them to operate with some degree of certainty.&#8221; (For more specific comments, check this <a href="http://dc.streetsblog.org/2012/02/03/massive-coalition-opposes-house-gop-attempt-to-eviscerate-transit/">Streetsblog Capitol Hill summary of the markup</a>.)</p>
<p>This Ways and Means bill now moves to the House floor, along with the more substantial portion marked up yesterday by the transportation committee. That floor process could begin as early as late next week, but more likely the week of the 13th.</p>

<p>Transportation Secretary Ray LaHood has made a point of championing bicycling as a legitimate travel option everywhere, but he is also keeping an eye on his own backyard, including Pennsylvania Avenue in Washington DC. LaHood joined DC Mayor Adrian Fenty, city staff and members of Congress in inaugurating the new dedicated bike lanes on what is known to some as &#8220;America&#8217;s Main Street.&#8221;</p>
<p>According to the <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/06/22/AR2010062204922.html" target="_blank">Washington Post</a>, the new lanes are part of a pilot program on streets expected to be able to accommodate both significant automobile and bicycle traffic. They run along Pennsylvania between Third Street and 15th Street in DC&#8217;s Northwest quadrant.</p>
<p>One of the most important people to attend the event, held last Wednesday, June 23, was among the least known: DC Department of Transportation Director Gabe Klein. Although local bicycling advocates had differing opinions on how to construct the Pennsylvania Avenue lanes, no one can dispute that Klein has been a visionary in making DC more <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/02/24/AR2010022405675.html" target="_blank">livable and accessible by all kinds of transit options</a>. Klein and his staff at DDOT, many of whom attended themselves, deserve a lot of credit.</p>
<p>Here is LaHood on his <a href="http://fastlane.dot.gov/2010/06/its-official-bike-lanes-open-down-americas-main-street.html" target="_blank">blog</a>, describing two bike boosters in Congress who attended the inauguration.</p>
<blockquote><p>We should also thank two of our nation&#8217;s most effective bicycling advocates, Rep. Blumenauer and Rep. Jim Oberstar, Chairman of the House Transportation &amp; Infrastructure Committee, both of whom joined us in yesterday&#8217;s heat to celebrate these new lanes&#8211;in their work shirts and ties, along with helmets, gloves, and ankle straps to keep their pants out of their bike chains.</p>
<p>In his remarks, Rep. Blumenauer made a terrific point, reminding motorists that, &#8220;A bike is really a driver&#8217;s best friend. Because every bike you see cruising down one of these lanes is one less car to compete with in traffic, one less bit of congestion, one less driver buying fuel.&#8221;</p>
<p>But it was Rep. Oberstar who may have had the best line of the day: &#8220;Bicyclists aren&#8217;t burning hydrocarbons; we&#8217;re burning carbohydrates!&#8221;</p></blockquote>

<p>But help could be on the way. Rep. Earl Blumenauer introduced a bill last week to create a $2 billion competitive grant program to fund safe networks for biking and walking — giving states and cities the resources they need to start building projects they have waiting in the wings. This week, more than 700 bike advocates are descending on Capitol Hill to drum up strong support for the program while in D.C. for the National Bike Summit.</p>
<p>We need to back them up: <a href="http://action.smartgrowthamerica.org/t/3224/campaign.jsp?campaign_KEY=2431">Send a letter to your representative urging them to co-sponsor the Active Community Transportation Act (H.R. 4722)</a>.</p>
<p>This bill is a no-brainer. It will make America&#8217;s roadways safer, create jobs, reduce traffic congestion, cut emissions, and promote healthy living. It even pays for itself — as we make biking and walking safer and more accessible, we save billions of dollars on reduced healthcare, gasoline, and environmental costs.</p>
<p>And if we build it, they will come! Half of all trips taken in the United States could be accomplished with just a 20-minute bike ride, and a quarter are within a 20-minute walk. We need to make it safer and easier to make those trips on bike or foot. Polls have shown that Americans think their cities and communities should be more walkable.</p>

<p>In this particular video, Rep. DeFazio talks about the streetcar made locally by Oregon Iron Works with great admiration and pride: &#8220;Here&#8217;s the product. It&#8217;s an improvement on the European design, something I believe that in a very short period of time we&#8217;ll be exporting back to Europe,&#8221; he said.</p>

			<content:encoded><![CDATA[<p>Over the last 60 years when streetcar tracks were torn up and the streetcar companies were consolidated into bus companies or forced out of business, we lost more than just convenient public transportation in our cities. We also lost an industry that created jobs and supported industry across the country. Take a ride in almost any city running a modern streetcar or light rail system, and you&#8217;ll almost certainly be riding in a foreign-made product.</p>
<p>Because most railcars are almost entirely produced overseas, other countries have been enjoying the economic benefits of America&#8217;s booming transit ridership with new light rail and streetcar lines opening from coast to coast.</p>
<p>That began to change today in Portland, as the first American-made streetcar in almost 60 years was unveiled to the public. The streetcars are made by United Streetcar LLC and their parent company, Oregon Iron Works. The new streetcar, which cost $2.9 million and was responsible for creating 90 jobs, <a href="http://blogtown.portlandmercury.com/BlogtownPDX/archives/2009/07/01/portlands-streetcar-born-in-the-us-of-fuckin-a" target="_blank">according to the <em>Portland Mercury</em></a>, was unveiled in a special ceremony today <a href="http://fastlane.dot.gov/2009/07/much-to-look-forward-to-in-portland-today-.html" target="_blank">with transportation secretary Ray LaHood</a>. <strong>Updated</strong>: <a href="http://fastlane.dot.gov/2009/07/portland-streetcar-suits-this-livable-community.html" target="_blank">Here&#8217;s the post</a> summing up the visit on LaHood&#8217;s blog.</p>
<p>To let everyone in Oregon know how significant Transportation for America thinks this event is, we took out an ad in <em>The Oregonian</em> today to congratulate Portland and their congressmen for making an investment in clean, green jobs in Portland that will pay huge dividends for years to come for Portland and the state of Oregon.</p>

<p>The <a href="http://www.infrastructurist.com/2009/07/01/unveiled-first-american-made-streetcar-in-60-years/" target="_blank">Infrastructurist muses on the potential</a> for this Oregon company to lead the way and revive an old industry for the U.S:</p>
<blockquote><p>If our Spidey sense is right – as, well, it usually is – this company and Oregon have seized an incredibly valuable first-mover advantage in what could prove to be an important domestic industry in years to come. After American cities tore up streetcar tracks and junked their rolling stock en masse in the middle of last century, dozens of [them] are now planning or considering a new system. With oil at $70 a barrel in the depths of brutal global recession, our guess is that number will only grow in the years ahead.</p></blockquote>
<p>So how about we bring these clean, green jobs home to the USA? Having American companies meeting the demand for new public transportation railcars equals good jobs and a useful product that can help us reduce our dependence on oil, cut emissions, and get us where we need to go quickly and efficiently. What&#8217;s not to like?</p>
