It is critical to note that only the DIRECT costs of highways are included in these figures.
According to Mark Delucchi's study "Do motor-vehicle users in the US pay their way" June 20,2007
in www.sciencedirect.com all gas taxes, registration fees, sales taxes etc only pay 20% of the
true costs of cars. Gas taxes need to be raised at least $1.00 per gallon to even being to pay
for easily measurable indirect costs like highway patrols, traffic courts, lost municipal tax revenues from land wasted on highways.
Of course this does not count the increased carbon emissions from cars.
It is absolutely critical to make people realize the TRUE cost of our auto obsession in terms of
these other costs and the 30,000 plus highway fatalities per year, the huge swaths of green space wasted by 6, 8 10 lane highways, the other huge swaths of land wasted on many football fields of parking lots.

And of course that is only highways. Local road costs are for the most part not covered by user fees at all, but by indirect means such as property or sales taxes.
