California unveiled a  cap-and-trade blueprint, the nation’s first and described as a “milestone” by the state’s Air Resources Board chair. (LA Times)

Many local economies have been aided immensely by Community Development Block Grants. (TNR)

Speaker Nancy Pelosi expressed support for front-loaded infrastructure investment but has not specified how much of the funds might go to mass transit. (Yglesias)

A campaign to increase St. Louis County’s transit tax by ten-cents is stressing the benefits non-riders would realize. (Post-Dispatch)

And, county officials in the Tampa area are also asking voters to approve added transit funds, in this case a proposed 1-cent sales tax hike. (Tribune)

    “the nation’s first”?

    Nine northeastern states have been actually operating a regional cap-and-trade program – the Regional Greenhouse Gas Initiative – since 2008; a number of western states have also laid out, but not yet implemented, another scheme, the Western Climate Initiative.
